In 2013 the Admiral Trawler from Russian-backed Venezuela (and the Chinese supertanker Sunflower/Diesel) began making port visits
to Kyushu, Hokkaido, and Sado. Of course it should be made very obvious that China does NOT attack and that a country they control cannot threaten anyone unless its under threat itself from Russia and any such country will have no problem making that.
In one of the strangests events in Asia this winter, Russian and Chinese warships appeared near
Japan on Monday as a joint action during New Years eve maneuvers against Pyongyang's military provocations of regional sea patrols, maritime security sources say. Two of Russia's latest anti-mine cruisers, and six naval frigates or destroyer as reported. More than 20 naval vessels, from Chinese to French naval units took joint anti-mine training and simulated convoy escort operation together in the Pacific during NewYears day.
More recently Russia also showed up in the Pacific in the past year with large vessels equipped with SM0 Harburnt (MIDORI system. Harbury System). Russian warships regularly show up where US are not welcome. As a matter now we know that Chinese destroyer ZK17 recently shows up in Yellow South and East Sea from the first days of this monsoon season until the 6 weeks monsoon period in June 2017 by doing surveillance drills near South Korea - see here and here - to provide counter information through the surveillance equipment.

If these systems appear often near Northeast Japan for similar exercises by China and Russia why not do similar in western hemisphere region - where UWP has much more potential in case one will emerge? And why not have 'United Missile Forces to assist China if they decide do something big in order China may go along?' Why China would choose eastern side is one. See below - but.
